The International Atomic Energy Agency's 35-nation board was to decide Saturday on a motion that clears the way to refer Iran to the U.N. Security Council for violating the nuclear nonproliferation treaty.

The board was scheduled to discuss a European Union motion tabled on Friday calling for the agency to report Iran to the Security Council. Although board decisions are usually taken by consensus deep divisions on the issue likely meant a vote.

Iran faced two options _ compromise to defuse demands for Security Council involvement or wait for the board's decision and then decide whether to retaliate.
