Alison Des Forges attempted to answer this question as part of her presentation on "Mass Justice After Mass Violence: The Case of the Rwandan Genocide" Wednesday at Rutgers University's Cook Douglass Lecture Hall.
The lecture was part of The Human Rights/Global Initiative Speaker Series in conjunction with The Center for African Studies.
