The vote was very close, but today the House of Representatives passed the Gasoline for America's Security Act. It is a bill meant to respond to the rising gas prices and refinery shortages that followed Hurricanes Katrina and Rita. House Republicans say it will streamline the permit process for companies to build and expand oil refineries and that, they say, will eventually bring prices down.
