Speeding down a dirt road on this thickly forested island in the Baltic Sea, Mihkel Kaevats passed a car with German license plates. ''Look,'' he said, speaking in lightly accented English. ''The tourists who come here now, the car and bicycle tourists, they are the best kind of tourists. But cruise ship tourists are the worst kind. They will come, hung over from being on the Love Boat last night, and they will want to be on the Love Boat again. They are not interested in anything.''Although the Love Boat has never docked at Saaremaa, that could change in 2006, when a state-owned company called Tallinna Sadam (Port of Tallinn) ...
