(R-Utah) and Sen. Max Baucus (D- Mont.) today introduced legislation aimed
at empowering property owners faced with federal eminent domain actions.
Called the EMPOWER Act, the bill is patterned after Utah's highly successful
property rights model and would create a federal Property Owner's Bill
of Rights and a national property rights ombudsman. "This bill is for anyone
