The American Red Cross needs to overhaul the way it handles major disasters such as Hurricane Katrina, a House panel says, calling for major changes that go beyond the resignation of charity president Marsha Evans.

The nation's lead charity in a disaster, the Red Cross raked in the bulk of the $2.6 billion (euro2.18 billion) in total Katrina donations but still fumbled when it came to coordinating shelters, distributing aid and assisting disabled evacuees, lawmakers said at a hearing Tuesday.
