Rep. Benjamin L. Cardin, D-MD, will address a Johns Hopkins University
Forum about ethics on Capitol Hill on Friday, Feb. 10 at 1 p.m. The Congressman,
a member of the House Ethics Committee from 1991-1997, served on the Committee
during the House Banking scandal and the Gingrich sanctions. In 1997, Rep.
Cardin joined with Rep. Bob Livingston, R-LA in rewriting the House ethics
rules, the last bipartisan ethics reform effort to be undertaken by the
