The ruling, announced Tuesday by the World Trade Organization, that the European Union illegally kept genetically modified foods and crops off shelves and out of fields stems from a 2003 complaint about EU policies by three of the biggest growers of modified crops, the United States, Argentina and Canada. But trans-Atlantic tensions over Europe's reluctance to approve genetically engineered food and crops go back further.
