Subcommittee on the Western Hemisphere March 2, 2006 Good afternoon, Mr.
Chairman and Members of the Committee. I am pleased to appear before you
today to discuss the Administration`s efforts to strengthen Western Hemisphere
energy security, detailing both our strong successes and the challenges
