GAZA CITY, Gaza Strip _ The two young stepbrothers were helping out in their dad's welding shop when an Israeli missile slammed into a nearby ice cream truck carrying two Islamic Jihad gunmen. The militants were killed, but so were the boys, ages eight and 16.

The tragic results from the Monday raid, which killed a third child nearby, are prompting a new debate in Israel over targeted killings of Palestinian fugitives, a practice that has killed many bystanders. Israel's air force commander defended the strike, but two popular Israeli comedians proclaimed that an army that kills children no longer represents them.
