Estimates Are Integral to Determining Highway Trust Fund Receipts
and Distributions
The nature of the Highway Trust Fund`s receipts collection and
disbursement processes is such that estimates are needed not only
to project the fund`s future balance but also to determine its
current balance. Changing circumstances-for example, shifts in
motor fuel usage-can affect the accuracy of past estimates of
receipts that will flow into the Highway Trust Fund, rendering it
