Civil rights groups concerned about Judge Boyle

A North Carolina federal district judge who has been labeled as a "Jesse
Helms clone," was elevated by President Bush to the U.S. Court of
Appeals-Fourth Circuit.

Several civil rights groups vow to fight his confirmation. This appointment
has drawn attention because the Fourth Circuit, which consists of North
Carolina, South Carolina, Virginia, West Virginia and Maryland, has the
largest number of Blacks of any federal judicial circuit.

Judge Terrence Boyle has drawn the ire of civil rights groups because of
his anticivil rights rulings, and philosophy of judicial restraint, which
means that judges should not try to "make law" through the bench. ...
