It is mandated that the President come before the Congress to deliver a
State of the Union Address. The time is supposed to be used for letting
American citizens, as well as the world, know where the nation stands
economically and militarily, and for letting them know what is recommended
to improve domestic life.

As one who has witnessed many State of the Union Addresses I have long
since stopped expecting anything profound to be stated by the President.
The bar was low but somehow President Bush managed to come in below the
