Caucus outraged by Governor's exclusion

The lone Black commissioner on the state's regulatory agency for utilities
joined outraged members of the Maryland Legislative Black Caucus in
protesting his exclusion from a meeting involving the agency's other
commissioners and members of Gov. Robert L. Ehrlich's staff, who counter
that the meeting stemmed from a chance encounter.

Harold D. Williams, the only member of the Maryland Public Service
Commission's five-member board of commissioners not appointed by the
governor, says he is baffled that he wasn't told about the March 14
gathering in Annapolis and says it is the second time in a month that he
felt shut out of a meeting.
