Legislation seeks parity for HBCUs

Maryland's Legislative Congressional Black Caucus this year introduced a
measure that would continue to help historically Black colleges and
universities rebound from the effects of legal segregation in higher
education.

Del. Rudolph Cane (D-Dorchester & Wicomico) and state Sen. Joan Carter
Conway (D-Baltimore) were the lead sponsors on legislation that calls for
the state's codification of federal statutes that obligate states to
provide funds to HBCUs. The legislation will ensure that they are on par
with historically White institutions, and will avoid program duplication.
