Criminal justice advocates say rehabilitation should be emphasis; Prison growth shackling state budgets

Against the backdrop of a study that grew out of a challenge issued by a
Supreme Court justice, a group of criminal justice reform advocates led a
March 8 panel discussion at the University of Maryland Law School
criticizing the dearth of attention given to prisoner rehabilitation and
how that neglect contributes to extraordinarily high recidivism rates.
Organized by the Open Society Institute-Baltimore and moderated by U.S.
District Court Judge Andre M. Davis, the forum drew about 60 people to the
law school's Moot Courtroom to hear the findings and recommendations of a
commission convened by the American Bar Association in 2003.
