The White House released an evaluation of "lessons learned" by the federal
response to hurricane Katrina. The report neglected the government's
mistaken approach to non-citizens. America's large underclass of
undocumented migrants lives in the shadows of society. Without a coherent
policy taking into account this population, no disaster preparation plan is
sound, or humanitarian.
Legal services agencies working on the Gulf Coast encountered an
underground population afraid to cooperate with the government's disaster
relief efforts.
The problem was the government sent mixed messages. President Bush
