Notwithstanding his gesture in acceding to President Bush's request to
introduce a bill based on the Administration's draft proposal on the United
States-India civilian nuclear agreement, Senator Richard Lugar, apparently
has not made up his mind as to whether he supports a waiver or exemption of
the Atomic Energy Act or not and.

Lugar's dilemma is particularly significant because he is chairman of the
powerful Senate Foreign Relations Committee, and is key to any
Congressional action on the deal.
