April 25, 2006 The theme of this hearing is ``Immigration: The Economic
Impact.`` When I am asked the question ``What is THE economic impact of
immigration?`` where the tone indicates the emphasis on the word ``the,``
I respond that this is not be best way to couch the question. There are
two fundamental questions. One is: ``What is the optimal size of the immigrant
