Prime Minister Dominique de Villepin, his authority in tatters, slammed what he called a smear campaign against him and said Tuesday he would not resign despite a political scandal that follows his humiliating surrender to street protests.
Villepin told French radio that he would still be in the prime minister's seat when campaigning begins for next year's presidential election _ effectively conceding that he has been knocked out of the race.
