IF the United States is in decline, as I referred to last week (NST, June 17), will it implode like the Soviet Union? Today Russia, the major constituent state of the Union of Soviet Socialist Republics, no longer has much clout in the world, except for its military machine, a creaky one at that.

The answer is, not likely.
