PERTH AMBOY Nearly 31,000 gallons of heavy fuel oil spilled into the Arthur Kill on Monday during a transfer from a barge to the Chevron plant here, authorities said.
In the cold water, the heavy, No. 6 crude clumped together in tar-like balls that bobbed on the water for miles.
