Tehran's disingenuous response to the United Nations' demand that Iran suspend nuclear activities by the end of August should surprise no one.

Details of Iran's proposal haven't been released. But a spokesman for the Iranian government says it includes "positive and clear signals" that Iran wants to settle the dispute over its nuclear program without confrontation.
