WASHINGTON - In a letter to Department of Homeland Security Secretary Michael
Chertoff, Senators Susan Collins, R-Me., and Joe Lieberman, D-Conn., expressed
concern that, one year after Hurricane Katrina, the Department seems to
have made insufficient progress in improving situational awareness during
