Chairman, Ranking Member Grassley, and distinguished Members of the Committee,
thank you for the opportunity to participate this morning and discuss the
serious problem of offshore tax evasion. Introduction From the standpoint
of tax administration, offshore tax evasion historically has been a very
difficult area to address. Questionable use of low- or no-tax jurisdictions
