I am pleased to be here today to discuss the U.S. Department of Agriculture`s
(USDA) efforts to address fraud, waste, and abuse in the federal crop insurance
program. As you know, federal crop insurance is part of the overall safety
net of programs for American farmers. It provides protection against financial
