Statement of Christopher M. Westhoff President National Association of
Clean Water Agencies (NACWA) Committee on House Transportation and Infrastructure
October 18, 2007 Introduction Good morning, Chairman Oberstar and Members
of the Committee. My name is Christopher Westhoff and I am an Assistant
City Attorney - and public works general counsel for the City of Los Angeles.
I am testifying today as President of the National Association of Clean
Water Agencies (NACWA). NACWA is the only organization dedicated solely
to representing the interests of the Nation`s public wastewater treatment
