Tactical and operational momentum has been achieved. Those upbeat words from the Pentagon's latest report to Congress on Iraq; it was released today. The report also points fingers at Iran. It claims that Iran is still training and arming insurgents in Iraq.

NPR's defense correspondent Guy Raz is at the Pentagon. He's just finished reading the report.
