Statement of Louis Fisher Specialist, Constitutional Law Law Library of
the Library of Congress Committee on Senate Judiciary February 13, 2008
Mr. Chairman, thank you for inviting me to testify on the ``state secrets
privilege.`` I want to express my appreciation to Senators Kennedy and
Specter for their leadership in drafting remedial legislation, S. 2533.
It is a very thoughtful, constructive bill. The state secrets privilege
is now a central issue and Congress is the appropriate branch of government
to supply much needed procedures and governing principles. My interest
in state secrets is a natural one. For the past 38 years I have helped
