Security Program, Center for Strategic and International Studies Committee
on Senate Energy and Natural Resources February 26, 2008 Mr. Chairman,
Senator Domenici, Members of the Committee I appreciate the opportunity
to appear before you today to discuss the creation and use of the Strategic
Petroleum Reserve (SPR) and inventory policies writ large, and also to
comment on the need for a more comprehensive look at energy policy generally,
