BARCELONA, Nov. 28 (IPS) -- When it came to the issue of
migration, the debate behind closed doors at the "Euro-Med"
conference here turned around the difference between the words
"responsibility" and "obligation," both pencilled into the draft
final text.
The issue was whether the southern Mediterranean states should
have a "obligation" or a less binding and more general
"responsibility" to "readmit" illegal immigrants, or as the final
draft put it, "their nationals who are in an illegal situation"
when they are rounded up by the EU's police.
