Gov. John Baldacci will discuss balancing the state budget and restructuring government in a State of the State address to the Legislature tonight that will also include new policy initiatives.
The speech, which Baldacci will deliver at 7 p.m. in the chamber of the House of Representatives, comes at a busy time for the governor and state lawmakers, who began their 2008 session Jan. 2.
