Officials laid out a sweeping series of measures Monday that would freeze construction projects, shutter chemical plants and close down obsolete fuel stations around Beijing this summer in an attempt to clear the air for the Olympics in August.

The measures include a two-month halt to construction and a mandate that coal-burning power plants reduce their emissions by 30 percent for most of the summer. Officials said 19 heavily polluting enterprises, including steel ...
