A plan to charge drivers an extra fee to enter midtown Manhattan likely took its final breath Monday, drawing mixed reactions from New Jersey officials, commuters and transportation advocates.
The congestion pricing plan which would have charged up to $21 to travel below 60th Street was shelved by New York State Assembly Speaker Sheldon Silver, never coming up for a vote in the New York Legislature.
