THE SUBPOENAS started trickling into local government offices across Bergen County almost two weeks ago.

But no one should be surprised.

The man at the center of this latest probe by federal law enforcement authorities is Dennis Oury, the politically connected Democratic lawyer and poster boy for that crippling civic ailment known as "pay-to-play," in which campaign donors are rewarded with lucrative government contracts.
