In the battle against smoking, teenagers have always been the prime beachhead.
Statistically, people who wait until adulthood to try cigarettes are much less likely to ever take up the habit.
So, if the long-term goal is decreasing the number of smokers, focusing on teenagers has been seen as the best use of resources.
