Chairman Carney, Ranking Member Rogers, and distinguished members of the
Committee, I am pleased to appear before you today to discuss how the Department
of Homeland Security (DHS) is conducting the Quadrennial Homeland Security
Review (QHSR). Scope Section 2401 of the Implementing Recommendations of
the 9/11 Commission Act of 2007, Pub. L. 110-53, directed the Secretary
