Environmental groups have been known to buy out land to make sure it doesn't get developed. Here's a new twist on that. A Wisconsin animal welfare group has purchased a dog breeding farm - to critics, a so-called puppy mill - in order to shut it down. And that means the group has to find homes for 1,200 dogs.
