Dana Sabine was sleeping under a loading dock Wednesday night in downtown Portland when social workers from the city's Oxford Street Shelter for men came by while conducting the annual "Point in Time Count."
When they turned on their flashlights, rats scampered out into the rain, said Josh O'Brien, the shelter's director.
