Statement of Stephen Manley Superior Court Judge County of Santa Clara,
California Committee on House Appropriations Subcommittee on Commerce,
Justice, Science and Related Agencies March 11, 2009 Good afternoon. Chairman
Mollohan, Ranking Member Wolf, and distinguished Members of the Subcommittee,
it is an honor to be here to discuss one of the most pressing challenges
facing our Nation, prisoner reentry. As a judge for nearly 30 years, I
have not only seen first hand how the current system of justice has failed
