Committee on House Education and Labor April 28, 2009 Thank you Chairman
Miller, Congressman McKeon, and Members of the Committee for holding today`s
hearing and for giving me the opportunity to testify before you. My name
is David Uhlmann. I am the Jeffrey F. Liss Professor from Practice and
the Director of the Environmental Law and Policy Program at the University
