Sunday, June 28, 2009 -- Less than a quarter of children taken out of unstable home environments by the state are placed in the preferred framework of foster care, according to the Welfare and Social Services Ministry, which has called on the public to "open its hearts and homes" to thousands of children in need of a caring family.
