A conditional rating indicates the first violation of the state Sanitary Code. If corrected, the restaurant then receives a satisfactory rating; if not, a conditional on reinspection rating. An unsatisfactory rating indicates gross violations. Those restaurants should be shut down, either voluntarily or through a court order.
