LUANDA, Jan. 14 (IPS) -- The announcement by the opposition
Union for the Total Liberation of Angola (UNITA) that it will
resume quartering its troops in special areas has been greeted with
some skepticism by U.N. officials.
"They can't be serious, can they?" was the most common reaction
here to UNITA's pledge that they will have 30,000 soldiers safely
installed in four specially-created quartering areas by Jan. 20.
"It's got to be a trick," one senior U.N. official said.
UNITA, however, appears to be softening its approach to a
long-stalled peace process. A communique from its headquarters in
