A recent lawsuit filed on behalf of a group of Portland Muslims who were in danger of losing the use of a new prayer center caught city officials off guard.

It shouldn't have. The talks with the city could have dragged on for months, while the group was preparing to begin Ramadan, its holiest season, which this year begins today. That gave the case more urgency than the usual zoning dispute.
