Senator Christopher J. Dodd's proposal, a drastic overhaul of financial regulation, has met with sharp resistance from Republicans and business interests.

The chairman of the U.S. Senate's banking committee has proposed a financial overhaul that would include consolidating bank regulators, creating a consumer financial protection agency and imposing new restraints on exotic financial instruments and credit rating agencies.
