TOKYO -- As minister for economic planning in the Keizo Obuchi
government, Taichi Sakaiya has been a controversial figure. In certain
political and business circles here, some of his frank statements have
been seen as too negative, even counterproductive to recovery.
But in an interview in his office last Friday, Sakaiya was somewhat
more positive than I had expected. The Japanese economy, with an additional
stimulus package and a set of new legislation to bail out the ailing banks,
he said, should get a boost soon. ''I expect positive signs in our economy
by the end of this year or early next year,'' he said.
