Prison population growth slowing

WASHINGTON, Aug. 2 (UPI) _ Statistics released by the U.S. Department
of Justice show that the growth of the nation's adult prison population
slowed to 5.2 percent in 1997 from an average 7 percent annual increase
since 1990.

The figures also showed that state prisons were operating at 15 to 24
percent over capacity, while federal prisons were at 19 percent over
capacity.

California's was the most crowded system, operating at twice its
capacity with 157,547 inmates, while New Mexico's was the least crowded
system with 82 percent.

Texas was named as the state with the highest incarceration rate, with
