PANAMA, Mar. 15 (IPS) -- The government of Panama fanned the
flames of a long standing conflict with the Ngobe-Bugle indigenous
people when it granted mining concessions on land claimed by the
group this week.
The government began negotiating autonomy with the Ngobe-Bugle
in May 1995 after confrontations in the town of Sitio Prado left
several police and indigenous people wounded.
They undertook to have the autonomy issue resolved before
granting mining concessions.
This week Minister of Industry and Trade, Nitzia Villarreal,
