Bereaved families whose loved ones were killed in terrorist attacks were confronted on Sunday by bare walls at the monument erected a year ago at Jerusalem's Mount Herzl Cemetery.

There were no inscriptions of the names of those killed in terrorist attacks before and after the establishment of the state.

"Are we second-class citizens?" asked Joyce Boim, whose son David was killed by terrorists three years ago as he waited for a bus outside Beit El.
